Cork is tough as it is the outer bark of the evergreen
cork oak tree. It must not break when the tree is bent by wind, and
must be tougher than the tree trunk as it undergoes greater bending.
Cork must also protects the tree against animals.

ground and so have no evolutionary driving force to become tough.
